Edna has been a legal and policy specialist for 18 years now. She started as developmental lawyer with SALIGAN, a legal NGO in the Philippines, capacitating farmers, workers, urban poor, women and local communities to understand the law and to use it or change it to improve lives. She was also coordinating SALIGAN’s local governance program until 2009. Since then, she has worked on issues such as natural resource governance, climate change, agrobiodiversity and farmer rights to seeds, social Forestry, REDD+, forest landscape restoration, tenure rights, and safeguards with various national and international organizations. She also taught environment law and agrarian reform law in three universities in Manila. She was NTFP-EP Asia’s Policy and Governance Adviser for eight years and she has also worked with the Government of the Philippines -Department of Environment and Natural Resources (DENR) as a consultant in several programs including policy development for Biodiversity Friendly Enterprises.
In the past two years, she has been working as a UNDP policy specialist for program development on Access and Benefit Sharing, and also on Sustainable Land Management and Marine Wildlife Conservation. She has also co-designed two forest carbon projects with conservation NGOs and private sector partners
